After a catastrophic wildfire, quick action must be taken to minimize social, environmental, and economic devastation. But, responsive action requires navigating a complex maze of diverse landowners, community organizations, and numerous local and federal requirements. The Phoenix Guide is intended to provide Conservation Districts, nonprofit groups, and communities with a step-by-step guide to use in developing a post-fire recovery and rehabilitation plan.

The manual was primarily compiled from the experiences of individuals, groups, and communities that have been impacted by recent large wildfires (over 60,000 acres). Gathered from personal interviews and questionnaires, the lessons learned from different fires and communities are a key part of the handbook. Resource materials, from a wide variety of local, state and federal sources, are highlighted in the main part of the handbook, and selected resources are included in the appendices. We hope it will prove useful in helping your community establish plans and priorities that protect its citizens, homes, and essential infrastructure and resources from the destruction that can occur after a catastrophic wildfire.
